Miami Beach has more designated historic architecture than any other city its size in the country. If your property sits inside a district — Flamingo Park, Espanola Way, the Architectural District along Ocean Drive and Collins — then exterior work goes to the Historic Preservation Board for a Certificate of Appropriateness before the building department will look at it.
That is not an obstacle to route around. It is a step with a calendar, a submittal standard and a public agenda, and it belongs in the schedule you sign. Contractors who discover it after demolition are the reason people tell horror stories about renovating on the Beach.
Add flood elevation to that. On this island the base flood elevation, the city's minimum finished-floor rules and the substantial-improvement threshold decide how far a remodel can go before it triggers requirements that change the whole budget. We check that before we design, not after.
The City of Miami Beach runs its own building, planning and preservation review. Three of them can touch one project.
Required for exterior modifications to contributing structures inside a historic district. The Historic Preservation Board reviews against the Certificate of Appropriateness criteria — massing, fenestration, materials and finishes. Single-family homes are exempt from standard design review, but that exemption does not extend to historic-district work.
If the cost of the work crosses the city's threshold against the structure's value, the whole building can be pulled up to current flood requirements. It is the single biggest budget cliff on this island, and it is knowable before design starts.
Miami Beach is in the High-Velocity Hurricane Zone. Windows, doors and roof assemblies carry a Miami-Dade Notice of Acceptance, and in a historic district the approved product also has to satisfy the preservation criteria — which narrows the catalogue considerably.
Even where design review is otherwise waived, exterior surface colour samples and finishes remain reviewable. It is a small step that stops a job cold if nobody filed it.

Yes, and on this island you effectively must. The constraint is that the unit has to carry a Miami-Dade NOA and match the original profile, sightline and operation closely enough for the board. That narrows the options but it does not eliminate them.
